Police officers booked for 1988 killing: "More than seventeen years after police officers killed Satnam Singh of Mohadian village, the Punjab police finally registered a case against the accused officers. The police officers allegedly killed Satnam Singh in a fake encounter on August 9, 1988. The move by the Punjab police to register the case only occurred after the Punjab and Haryana High Court ordered them to do so. The court had directed the Fatehgarh Sahib SSP in December last to register a criminal case for the alleged offence and to hand over the investigation of the case to an officer, not below the rank of IPS officer. The court further  directed the police to complete the investigation quickly, as Satnam Singh was killed in 1988.   A Judicial Blackout: Judicial Impunity for Disappearances in Punjab, India examines similar cases in which the judiciary ignored police abuses such as faked encounters and disappearances. By dismissing petitions based on delays or evidence manipulated by police, the courts reinforced impunity for police. "
